This is actually something of a plotline before the XY series, where Ash was getting famous enough for people to heard about/recognize his adventures in prior regions. It was dropped in XY but brought back in PM.

Alola in the anime verse is written as a joke league. Just a fun little sporting event for children. Leon is stated to be the strongest trainer in the world who instantly stomps Lance and co.

In the anime, league champions are different from the regional Champion. DP established that winning the annual league tournament only gives you the right to challenge the Elite 4 and Champion of the region.

Good taste, I skipped Pokemon Black entirely because of Iris and the annoying grass head.
I did watch XY because the traveling companions got better and mega battles were fun.

Because being a League Champion isn't the same as being a Champion. Alain won the Kalos League and was the Champion of that League but is not the Champion of Kalos.
Moreover, there is an established organization major Pokemon Leagues that Alola never bothered to become a part of.

there's a different term for that, called "league winner", which referred to everyone who won the Pokemon League before Alola.
orange league also had a special title for league winner, it was like "honor winner" or something samurai
Alola's title is a mix between 'league winner' and 'regional champion', because you have to win the league to become the champion, unlike all others.

Lance is a government agent in addition to Champion in the anime.

Then in Masters, it's made a big deal of that Cynthia and Lance could fight. They're basically both regarded as some of the strongest of all.

Basically this. In other regions, you get a trophy for winning, but you still have to beat the Elite Four and the current champion in order to become Champion.

Since Alola has no Elite Four though, Ash became Champion immediately.
