If this thing can understand and speak human languages when it's inside a pokedex, phone or PC, why isn't it a bigger deal in-universe? Can't it literally be used to help pokemon and humans communicate with each other?

I remember during SM pre-release season GF mentioned something about having a human and Pokemon translation device but that never happened. All we got was Scrotom.

Why don't people make a big deal out of Meowth? He could literally live the life of a celibrity and bang as many Meowth asses as he wants to but instead he sticks with two bafoons obsessed over a 10 year old's 300 BST Pikachu

It's been a work in progress idea for years, at least since Gen 3. It was mentioned by one of those researchers, same place where one researcher mentioned the idea of Dream World.

Rotom itself can't speak, it's hijacking the device's speech function. If taken out of the device, it loses its ability to talk.

Pokemon is a childrens game and they don't care about your interest in the universe lore. It talks because le pokedex is cooler and gives more personality to the pokemon. The repercussions it could have in the world are ignored
