Would someone please fucking tell me why you would EVER use Frost Breath over Ice Beam? This move seems literally fucking worthless unless they give it to a Pokemon with Sniper.

Not relevant enough to make up for the loss in BP from Ice Beam. Especially considering Ice Beam can still crit and freeze.
