Meltan? Mew is said to be plentiful in the past. Celebi can all time travel and gather at the same time. Deoxys came from outer space and presumably has their own population. Manaphy comes in an egg! The egg have to be produced by other manaphy somehow. Shaymin also appear in a group in the anime. Diancie is a mutated carbink, and there are many carbink. The list goes on.

People (read: furfags) don't really like monkeys or monkey pokemon. They're "too close to humans" even though they are still technically furry, because most furfags are petfuckers. Some of which are also closeted zoophiles.

Even if Zarude wasn't edgy as fuck, it would still be low tier in popularity because of furfag distaste for it.

Pokemon, prior to gen 4, was pretty much always saying there was just 1 Mew and it was believed to have the DNA of all living pokemon. Saying that there is multiple Mew now would be a major retcon, especially since not even shiny Mew has been officially released.

It's 'Mythical' cause not many people have seen it, it's a myth in the pokemon world.

Think of it this way, people say they've seen big foot, yet it's just a myth, we don't actually know if it exists or not, apply that to Zarude in the Pokemon world, same thing.

What if pokemon made a new tier that was rarer than Mythical? Imagine if they decided to make a single pokemon that would have a 1-time use mystery gift code that would be auctioned off to the highest bidder worldwide. No shinys, and any injected version of it shown online would be an instant ban.
