The only thing holding back Magearna from being Uber is Fleur Cannon over Moonblast.
Fleur Cannon is a good move, but Moonblast is deadlier in combination with Soul Heart. Even if Soul Heart triggers, Magearna is still forced out, versus having a +1 Moonblast if it KOs something.

Fleur Cannon is a really good nuke though and Twinkle Tackle based off of it is insanely strong too. And since you're likely KOing something with it it's more like a -1 drop rather than a -2 drop. But yeah, having Moonblast would be nice for some sets.
