Moves such as U-Turn, that newfangled water move, Teleport, and Volt Switch are all too powerful. They grant a level of superiority that goes well beyond what is normal, or even necessary, when it comes to switching. In 3 of the examples shown prior, they even deal damage.
The overabundance of switching out is frankly too much for this meta to be called "healthy", and while entry hazards like spikes and toxic spikes do wonders to help prevent excessive switching, they aren't enough to help prevent or even cease the cancer that is switch-stalling. There should be more widely-available moves that lock the target on field, and abilities that trap opposing Pokemon shouldn't be rare or even banned in "fanfic metas".
Moves such as whirlpool and fire spin arent enough, both because they are only temporary, and because they are weak. They should be 70-80 base power, just to allow pokemon to run them when they normally wouldn't. Furthermore, there should be more moves like them, for various types.
In short, we should focus on removing the viability of the cancer that is switching, without dealing excessive damage (that had no tedious set-up).
