One of the NPCs in BW2 mentions off-handedly that he believes Lt. Surge hails from Unova, which is probably in reference to Unova being based on New York.
There's still an issue about him fighting in the war, but there's so much about the expanded world of Pokemon that the games will never focus on, it's entirely possible there are warring nations.
What I didn't know until recently though is that regions =/= countries in the Pokemon World. Kanto, Johto, Hoenn, and Sinnoh are all the same country with a shared language, so it's implied that Unova, Alola, Kalos, and Galar are all different regions and different countries, which I think is neat.
So much world building Game Freak will never focus on, just giving concepts in vague NPC quotes.
