Balance teams can't afford to do this, because it's impossible to carry a check for every possible dynamax threat with just two or three blanket defensive pokemon as is normal in a balance team - you need full stall or at least an incredibly bulky balance to be able to reliably defend against dynamax. I.E. if the opponent has Excadrill and you're running a balance team relying on Toxapex as a blanket check to physical threats you're fucked, because Toxapex can't beat a Dynamaxed Excadrill. Stall teams don't care because alongside Toxapex they'll also have Corviknight, Ferrothorn, and other Pokemon that can easily serve as a defensive check to even a Dynamaxed Excadrill.
Dynamax makes the game more stally because it's the only reliable way to beat Dynamax. Sure when you're a 1200 eloshitter like yourself it doesn't matter because people just want to click buttons and have no sense of strategy, and Dynamax does make those games end faster, but at higher levels people come to realize that stall is the most reliable way to win in a Dynamax meta and so stall becomes more and more popular.
