It does scale. To the amount of badges you have, much like the original wild area.
Journalists don't actually play the game so their levels/progress are low enough to feel like they're being scaled to.

The demo gave them level 60 Pokemon, and they saw that the first trainer they fought (Avery/Klara) had a level 58 mon. They asked the dumbass reps if level scaling was a thing, and the reps said yes.

So to have any sort of challenge you need to either:
A. Start the DLC at the very start of a new save
B. Start it directly after you beat Leon
C. Only catch Wild Area mons endgame and use them

I’m a bit disappointed that it doesn’t scale down to let me start fresh with level 5s but I have no idea how anyone expected this to scale to pose even the slightest challenge with a team of level 100s. It’s a kids game, they need to have the option to grind to level 100 and steamroll through the rest of the game. It’s an expansion, not postgame or a battle facility
