It is not, bro, Duralodon is canonically comparable to Tyranitar despite having less BST.
However, I agree with you, Urshifu should have at least 580 BST.

Its BST is so high probably because they wanted Eternal Flower Floette to have a higher BST than Volcarona (another "legendary-like" mon) while also not being stronger than its evolution (even though that Floette can't actually evolve)

This. Arcanine is a ""legendary"" pokemon while not actually being one, while Florges live for hundreds of years and the line is tied to Kalos's bloody history. Same goes for Volcarona- it's a ""legendary"" with incredible power.

It's meant to be allowed in VGC (though yes I know 570-600 BST stuff are also allowed). Also it basically is a regular Pokemon that they slapped the Legendary label onto for no real reason. The fact that it has an 87.5% gender ratio and around the same BST as Arcanine and Volcarona makes me think it was originally conceived as a special "Legendary-like" Pokemon like Volcarona, Lucario, etc.

Urshifu is not that strong, but he is an expert martial artist and has been training his whole life so he knows how to fight.
Thats why his strenght relies on his moves, just like how real life expert martial artists are weaker than bodybuilders but would still destroy them because they know how to fight.
