I get they were maybe trying to go for "It's always 'I'll help you after tomorrow,' and pushes it off forever" but they didn't develop Leon as that kind of person at all, so Rose just looks stupid.

That could've easily been fixed by Rose telling Leon "You always say that but then never end up following through." That way it would've made it clear Rose felt he had to force Leon's hand.

But still, he could've forced Leon's hand the next day. It would've been safer.

Rose couldn't wait a single day. The energy crisis wouldn't have happened for another 1000 years yet he somehow couldn't wait a single day. Probably one of the worst attempts at writing a character who has good intentions but goes about it the wrong way out there.
