In the old style of the league as a whole, if you're a gym leader, you just hang out in your gym all day, waiting for challengers with your set elemental theme and a rough range of levels, year round just in case someone shows up.
In this style, gym leaders know when a challenger is coming because it's an organized event to have challengers be set up and guided through, like a season. Plus all gym leaders get automatic entry into the tournament to decide to next champion, giving a huge incentive to being a gym leader and wanting to keep your spot. You have your two different teams. One for the guided challenge, and one for-realsies team for the tournament. Makes way more sense.
Plus, with the soccer arena thing going on, every gym leader gets to be the center of attention in front of a massive audience, meaning they get showed in adoration for their role.
