Clef can be pivoting with low priority all the time while soaking damage for their team, making it incredibly useful in singles 6v6.
Consider that the most spammable moves this gen are fighting, ghost and dark and you will quickly notice clef can stomach 2 of those with ease. Walling ghost moves is impossible because it is either dragapult hex or aegislash specs shadow ball (maybe phys aegis will rise now, making this post less credible). The first either will finish clef off or will switch fearing moonblast in return. The second is not touched by clef common sets. Also threatens with steel stab which will ohko clef.
Clef can seldom go offensive nowadays because it's defensive set is miles better thanks to teleport. It's still an option, just not the best one.
Tl;dr Clef helps with longevity, pivoting, t-wave spam sometimes and current meta favors it a lot. Offensive sets aren't optimal 10 out of 10 times.
