I'd be find if, for whatever reason, Unova starters could be found in DP remakes; but if they're not usable/tradable with SWSH then it's pointless.
We've never had a game where every Pokemon is available for capture. It's always been the entire roster is coded into the game, but you have to transfer older ones or trade to get ones not found in the regional Dex.
