So they end up pouring all of their resources into just making all of the Pokemon work in their old gussied up 3DS engine which in itself wasn't polished because they needed 600+ Pokemon up and working between the B/W and X/Y development cycles so we're stuck in this endless cycle of trash because Game Freak wants to develop HD games as if they're still in the GBA era but are able to coast on it because their formula still works but it gets rougher and more dumbed down over time.
Games like Mario Odyssey, Animal Crossing and DQXI have developers who have something to prove and the time to prove it, along with better resources and better engines and probably much bigger teams too. Shitting out Pokemon games is just a job for GF at this point
