Increase its HP to like... 90. ATK 120 and following up with the other anons an item that increases the damage of fist moves or a Lucky Punch item. Or a Champion belt that does something like it. I don't think it needs a speed boost, but it does need an HP and Damage boost to really push up there.

Give it a move or ability that has to do with changing stance like southpaw and orthodox or some shit
Make it so it's either slow and bulky at the cost of strength or fast, hard, but frail
Or make it so that the ability can make moves have priority while being slightly weaker or have negative priority while being stronger(yes i know this would make counter and reversal better for it)
