Simply put, it was poorly designed.
Gamefreak most likely made it with the intent of it being a sort of risk/reward sort of thing. Where getting hit with a water move would result in a possible KO or just losing a ton of health and potentially dying from the next hit.
Dynamax eliminates all risk from the equation and allows Coalossal to get buffed up to a ridiculous extreme in one turn with little to no difficulty.
Also, it's +6 speed, not +3.

Timid aqua jet from inteleon after dynamax does like 15% and can hit offensively with snipe shot or ice beam. I also run soak if needed to save coal from a SE attack

Because then it would be completely fucking useless as there's already a handful of mons (typically common scarfers) that outrun it even at +6. It's a catch 22. Dynamax is the real mistake. With X2 HP it will always live.

I've been using a special tank variant as my rocker/spinner. Dudes a pretty good Volc counter and Magerna check, but getting him out on the field to do his hazard job is hard. I wish he had Lava Plume or recovery, but he's honestly not too bad.

The point is to be as weak as possible to activate the steam engine and weakness policy with as little damage as possible.
Although there are mons much better for that purpose than Tauros.
