Shellder biting a Slowpoke anywhere but the head is a Slowbro. The Shellder venom gets into Slowpoke to give it extra Slowbro abilities. If it bites it on the head that's a Slowking because Shellder's venom is going directly into the brain which causes it to be get completely different capabilities.
