It's really not. It has the red jewel blinking when it's badly injured, it makes the Hyaaah! noise and sentai poses, and big purple one-eyed starfish from space are kind of a staple for the genre.

See, this is great because it does what a mega is supposed to. It adds more of the Pokemon's main gimmick.
Starmie's gimmick is that it's two stars stuck on top of eachother. What does a mega do? Sticks a third star on there. It writes itself.
Also, the way it resembles Sailor Moon's locket inherently meshes with the idea of mega evolution.
This is so brilliant that it's painful it's not real.
