Donphan is better than this, I think people get too caught up with scrapped mons and can't judge them more objectively, there's a novelty appeal I guess.

Machoke wore a belt since the beginning. Cubone and Marowak wear skull helmets. Vullabye and Mandibuzz both wear bone "armor" too. Tangela wears bright red shoes. Pokemon have worn clothing since the very start.
