Probably because GF thinks they would be too good. Originally I thought it was reserved for mons who could possess items but Decidueye and Alolan Marowak can learn it so balance has to be the reason.

Unironically for balance reasons.
The only thing keeping Pult and Mimikyu from being OP is their lack of good physical Ghost STAB.
