Because Shillmon #1 of the generation not getting a move crafted almost specifically for it does not bode well for some random Pokemon that couldn't even make it into the main game.
Only Bewear, Hawlucha, Urshifu, and Kommo-o get STAB from Body Press.

The DLC was planned from the start. Again, I'll be very surprised if Skeeter doesn't get Body Press. A box legend not getting it means nothing, we will have to wait and see.

Not really, because it would just be 1 move. Zacian boosts everything it hits with. Its defense stat isn't even as high as Zacian's attack.

Gamefreak has already demonstrated their hesitance toward allowing Body Press to be a STAB move. There is a 0 chance a fighting-type with equal defense and attack will get it.
