If a stage in this line doesn’t have water jets, it has tails resembling plumes of water. Otherwise, its your Gen 1 kaiju line that just gets more claws, teeth, armored limbs, and a striped stomach.

It wasn't going to evolve into Blastoise.

It evolved into this, and Blastoise either had a prevo or was standalone.

I presume they changed it because they decided Blastoise looked "cooler" for the boxart so they scrapped the 3rd Wartortle and put him there instead to go with Charizard.

No logic. Blastoise was a seperate line and they merged it with Squirtle line after removing Totartle and Baby Blastoise, making a random starter line.

Hard to tell because all we have is that backsprite.

But compared to the Wartortle backsprite its wing-like ears seem to be more defined and it get morw "waves" on its tail. It also has an angrier look on its face and seems to get cheeks or a wider snout.
