As kids we all assumed what few animals were seen were basically endangered/near-extinct, and that led to head-canon that the entire series was set in a post-nuclear armageddon earth with some indefinite time having passed between, if you will, Third Impact, and the story in RBY.
I remember it also felt like it explained why Kanto felt so sparse and dismal, like it was just barely pulling itself back together.
