Why did they feel the need to make this item? It's basically turning Magic Guard into an item for any Pokemon to use(minus the status inflictions).

It helps Pokemon who are severely weak to hazards like stealth rock. Also it's a choice like all items, you either gain immunity to most, if not all hazards or you put on an item that boosts your powe/capability.

Masuda heard through the grapevine that Charizard wasn't good in competitive because of its 4x pebbles weakness, flew into a white-hot frothing rage, and demanded that his employees fix it while changing Charizard as little as possible.
The part he didn't hear is that sneaky pebbles are only relevant in an unofficial meta.

A bit, but not even a fraction of the extent that they are in smogon, where a 4x pebbles weakness is a death sentence for anything without something really OP to make up for it.

Because it lets pokemon who are otherwise fucked over by hazards some breathing room

Smogon is the unofficial meta, not 6v6. There's a difference. The later is a format available in-game, even if it's not one they use in official competitions.

Early in the leak season there was a fake leak that HDB only affected grounded Pokemon. That would have been perfect, since it fixes mons that are x4 weak to rocks and other hazards while still balancing the flying types that would otherwise brainlessly switch into predicted earthquakes.

Magic guard also protects against weather damage and recoil (from life orb and from recoil moves). And turning an ability into an item isn't a bad thing considering Pokemon only get a maximum of 3 abilities and magic guard is limited to 4 evolution lines.
