Simple.

TPC needed merch money.

Nintendo needed something to really push the Switch Lite and to generate holiday sales.

Creatures inc is practically non-existent at this point.

The 2 companies that could, pressured them to release before true potential could be achieved, especially since they only got the bloody devkit in 2017 after Ishihara ate crow about the Switch’s success.

To be honest, considering how SM actually had walking/running animations done for every single pokemon, they could have added the following feature into SM in less than 5 minutes and it would be just as terrible as SWSH's version

Not at all. You just refuse to call anything it has "content". Either way, you're just trying to divide the two because putting both SS with its DLC makes it a good game (actually perhaps one of the best depending on how the last DLC goes)
