The writer for the anime created Lugia to be a sort of feminine, motherly Pokemon, with the movie 2000 originally being called "Lugia's Explosive Birth".
But Lugia was given an extremely masculine voice, which make the creator (an alcoholic drug addict) want to die.
It only stands to reason that Lugia would appeal to people on the same wavelength as its creator.
