Mega Gengar loses regardless of speed unless it can find time to get off a Nasty Plot or has hazard support. It has NO chance however if the opposing G-Max Gengar is scarfed.

Mega Evolution was specifically made for combat since it was used to win a war in Kalos' past. Gigantamax is just a freak mutation from Eternatus' dynamax energy radiating across Galar. Hell, all the mega pokemon has to do is wait out the Dynamax or move them away from the Power Spot.

tldr: Mega Evolution wins most of the time.

In practice, probably Gigantimax Gengar. In theory if Mega-Gengar ran Imprison, Substitute, and Shadow Ball and Gigantimax Gengar wasn't Scarfed, it could Sub three times to stall out the Dynamanx, then on turn four use Imprison to stop the other Gengar's Shadow Ball. On turn five it could KO it with its own Shadow Ball.
