They're glorified horns, but they're treated like swords. Having swords at least makes sense given otters are one of the minority of creatures that can use tools effectively. Making horns the main focus when they have nothing to do with otters or even samurai is a terrible idea.

It has little to no control of the sword using its mouth compared to its paws due to a lack of appendages such as fingers and a decreased range of motion on its head compared to arms. Furthermore, it has no way of sheathing the sword, which is likely why you find its sword just lying on the ground in game. The coolest part of its design is how other gold parts like that on its back go into the sword to make it bigger and sharper, as seen by the change in shape when it uses behemoth blade, but it's mostly glossed over. Speaking of behemoth blade, imagine each movement it has to make with the blade in its mouth for the bunch of slashes in behemoth blade to appear. It would just look like flailing its body. A sword is a human weapon designed for human hands and wielding it in the least human way possible doesn't work well for the most part.
