Regardless, weather or not Pokemon have genitalia is debatable. We will never know the answer to that question as Pokemon is a children's show, video game, and manga. But its not crazy to assume they do considering they have both male and female species, and several of them can breed together considering egg groups. We will never know the details of Pokemon reproduction on account of the "Scientist" of the Pokemon universe not even knowing how it works.
