If anything, steel should resist electric because it's harder to damage steel with electricity than a normal animal.
Hell, steel should realistically resist everything because every single one of the types would do less damage to steel than to anything else. That obviously can't happen because that would be hilariously unbalanced, but it would be more accurate to reality.
