Clearly Nintendo/TPC decided that, for greed. GF are just a development company that gets told to make shit, they don't have decisions.
GF actively WANTED to add the Game Corner back in but were told EU Regulations wouldn't allow it. You can't just have it one version (JPN) but not the other in this era. So they left it there as a building and stated who twisted their arm.
I personally don't like Gen 5 because it was mostly designed by an American, I wouldn't let an American design a Final Fantasy or Dragon Quest game, why would I let them touch Pokémon?

Gen 5 didn't harm the franchise; season changes were a cool mechanic and it gave the game a timeless feel, like you could enjoy it forever if you enjoyed the gimmick. Personally I've always wanted a game that knew it was raining outside IRL so it rains in-game too.
Imagine being only able to catch certain water types provided it rained IRL? Is it any weirder than only being able to catch Drifloon on Friday?
