I'm gonna say it: the idea of your team needing to know certain moves to traverse the overworld is a good one and directs teambuilding for in-game runs. They should have worked on improving that idea instead of scrapping it altogether.

It is realistic so that's why it is terrible.
Games usually have better means to manage abilities like that. Like not using a move slot, for example. In earthbound you don't need to sacrifice and attack to be able to teleport.

They should have made it so HMs don't take up a move slot and the skill can be used as soon as you get the required gym badges.

Unfortunately Game Freak just did the lazy option in gen 5 and made the region a linear circle where HMs weren't as important. Then they just doubled down on that idea until they eventually removed HMs completely.

That is definitely one viable option that would be far better than them just being gone, but I feel like there is a solution that includes them still being actual moves but working around the drawbacks of the old system. Haven't thought about it hard enough to arrive at the solution though. But yeah that alone would be a marked improvement over where we are now.

Just make the moves actually usable in battle past the early game or have different versions of the move that are more powerful and also work in the overworld.

judging by how isle of armor and galar's wild area is planned out, it will probably be wild area with gates to stop players, we don't know if they'll bring back rotom bike and add rotom rock climb or equivalent but sinnoh without HM's is like hoenn without water routes

Yeah making them all be Surf-tier would be one way to do it. I like that idea of there being tiered versions you get throughout the game, essentially having multiple moves that cover the same overworld utility. The pools of Pokemon they apply too could be different too since they're different abilities. Now we're getting somewhere!

Gamefreak brought back separate pokecenters and pokemart in the Gen III remakes. Hopefully they retain the core features that made the games unique.
