In-universe as far as the games are concerned there are none. If you have a Pokémon, you’re a trainer. If you’re a trainer, you can take on Gyms.
The closest you get to a license is in Galar, and even then it’s just a sponsorship to participate in the Gym Challenge, not to train Pokémon generally.

What's it like inside a pokeball? How do they work? Why are some better then others? I know there was a bit of that in gen 5, but I'd like to see them expand on it and make it interesting.
