Where do you draw the line at when something is a Monstergirl and when something is Furry?
The answer to these two questions is the answer for yours.
I'd argue that most 100% female pokemon who are distinctly humanoid and intelligent in some manner can be classified as Monstergirls so long as they are more humanoid than animal. This is probably why so many people get off on Gardevoir, but why Delphox is more popular with furries. IMO:

>Does their design cater to an obvious type of degeneracy?In my honest opinion, Indeedee is probably borderline point between these two, as it's just vaguely human-ish enough to be "merely" a maid or butler shaped blob of "cute" but it's still clearly got a large mixture of assorted animal traits (like paws and hair-like horns) and part of why it gets away with it is because it's hard to pin down exactly what Indeedee is supposed to BE.
Gardevoir and Hatterene are obvious MG choices, while Delphox and Lopunny are clear examplies of furries.
