In the case of a hypothetical Let's Go game in Johto, were would you put the Pokemon that aren't normally found wild in the region like the starters, Slugma, Houndour, Murkrow etc.

Houndour goes right above golden rod where you find the the growlithe/vulpix you can't evolve until post game.
Murkrow can go to the sides of ecruteak at night or in trees
slugma in the burned tower with magmar
sneasel - ice path, maybe in some trees
misdreavus - tin tower

Why people assume that a Let's Go Johto would necessarily have a baby pokémon in the cover? they only did for Kanto because it was already made before (Pokémon Yellow) also Kanto is the only region without a box legendary so they can get more creative with that.
