Dragon-Types were supposed to be rare and exclusive, while Magikarp was a common Pokemon. Therefore, they didn't wanna make Gyarados a dragon
Things have changed since then, but Game Freak refuses to change Gyarados's typing out of stubborness and paranoid fear over "fucking up the continuity" (that no one gives a shit about)

It's a wingless dragon with some similarities to a Fying-Type, such as wings and the ability to fly. That still doesn't justify Salamence to be Dragon/Flying, because Game Freak thought Salamence through and didn't intend it to be Flying-Type
