Inteleon and Cinderace are much better compliments, I'm sure you could debate fine details to figure out which is better, but it doesn't take a rocket scientist to see why Rillaboom doesn't fit his team well. His legendary can run over you if you don't take him seriously, but the rest of his team lags a bit.
Pincurchin is kinda dead weight, and he really needs to decide on Dubwool OR Snorlax, (probably dump Dubwool, it actively thwarts him by being setup bait) not both, maybe pick up a complimentary Fire, Water, or Grass type to his starter.
He's not a bad rival by any stretch, and his cover legendary carries him hard, especially if he gets Zacian and not the shitmon, but he looses major points for being so underwhelming for most of the game until then.
I think Barry is the best consistent rival in the series. I don't think his team is ever particularly hard, his final team aside, but it consistently swings towards the top, wheras most rivals are generally ass, with one or two standout battles people remember them by, like Azalea Silver or post-Slateport May/Brendan.
Silver should get special mention for his team specifically bullying Chikorita harder than any other rival bullies anything, and being a major contributing factor for Chikorita being the worst starter for ingame use in the series.
