Catch rate is different in Raids anyway, it's not always dependent on the species' own catch rate. I don't know the specifics but in general your odds are better if you're the host of the raid. Have a read:

Ultra wormhole legendaries weren't shiny locked in USUM, and hoopa ring legendaries weren't shiny locked in ORAS. If I were a betting man, I'd say these won't be shiny locked either.
