Eternatus in its gmax form is a giant arm that fell from space in an egg, has strange powers like the ability to dynamax other pokemon and create portals/windows into other regions of space (as seen during the battle with it).
The theory is simply that it is one of the arms. Usually people assume unown are the arms, but they could be more like the code arceus writes the universe in, while Eternatus are arceus’ literal arms that built the universe. One of them happened to be left over and found it’s way to galar.
