Rillaboom is a lot better than Tapu Bulu.
Even before the DLC gave Rillaboom a priority move stronger than Talonflame’s Brave Bird, Rillaboom was seen as in par with Tapu Bulu in NatDex UU, if not more viable by a small amount.

Whenever you see an Indeedee there is a 90% chance they lead with it so just bring in your slow Rillaboom lol. And even if they did the same thing with their spread it’s still a 50/50 chance on who gets their terrain up since they both have base 85 speed

Rillaboom has a new move called Grassy Glide.
It's 70 BP, has priority in terrain (which Rillaboom sets passively) and is boosted by both STAB and terrain, making it the strongest priority move in the game.
Or to put it into perspective:

Well, I guess it kinda is, but it's from the same gen and isn't one of the three choices alongside Fire and Grass. It doesn't quite fit the pattern.

This isn't smogon. This is VGC.
In VGC, it tends to go in 3 year cycles. Year 1, only mons from the regional dex are allowed. Year 2, national dex is allowed but not certain legendaries. Year 3, restricted legendaries are allowed, but you can only have 2 of them on your team.
Smogon has a tendency to ban a lot of stuff, including legendaries, but they don't automatically ban every legendary. They only ban things if they become a problem (and even then, you're allowed to use them in non-serious tiers).
