Haven't been following the Meta much with the new DLC, but if you count everything it technically has access to, like on Showdown is he finally better than both the other Kanto Starters?

No, Venusaur is still the best Kanto starter.

Blastoise is the best in National Dex format with Mega Evolution though

he was way too good in natdex accounting for both mega and shell smash, but that is the actual "fanfic meta", so hypothetically he's the strongest.
in actual non-mega allowed meta, Venusaur is still the strongest because of better typing and stronger offensive stats, with a weather niche.
Scorching sands might give Charizard a new niche, but base 100 speed isn't the best, and he's overshadowed by better fire and flying types.

Only in Natdex, where it has Shell Smash and can mega evolve.
In real formats, Venusaur is better.

I cant imagine they're great though. Blastoise definitely seems to prefer setting rain for itself and Venu would probably want to set Grassy Terrain

Would Terrain Pulse with a Grass or Electric Terrain setter would make Blastoise better? One of Blastoise biggest downfalls is against other water types.
