They aren't manifesting fangs of psychic power. They are coating their existing fangs in psychic energy and biting, just like how Fire Fang coats them in flame and Thunder Fang charges them with electricity.
It's really not that different from using Fire Punch to coat a fist in flame and throw a punch.

Incineroar in the movie is awful because its design doesn't really lend it to be a creature but instead a man in a fur suit. That's kind of the problem with the starters in gen 7 and 8.

Evil characters in fiction can control darkness no matter whatever that is and ball is the most basic natural shape.
Anything + fire/electric/ice is passable because these are the most basic and simple Pokemon energies.
But why did someone made a connection psychic + biting? This doesn't seem like a pun or reference, so it's just random energy + random type of hitting which is the worst idea for a move.

They're a couple different things, one of which is element, sure. Electric and Ice 'n' shit are obviously mostly that. They're not ALL elements. Bug is a species, Fighting and Dark and Normal are more about was sort of skills they use in battle, and Psychic is about a special set of superpowers.
