Charizard randomly came back in BW after the league during a period where the anime was shilling unrealeased Kalos mons like Golgoat and Noivern. It seemed like the ideal place to introduce Mega Evolution, especially a rare and unique Charizard form to get everyone hyped for the next gen and give Ash a reason to go to Kalos and learn to control the form.
