Pretty much. At his conception in Gen 1 he was one the best Pokémon. He had Solid attack, defenses, and speed and could learn powerful moves through tms. He was all in all a great Pokémon.

But as the Gens progressed, he didn't gain any power. Stats didn't change, his moveset didn't improve outside of a couple (zen headbutt and iron head), intimidate as his primary ability was good but not amazing. Plus outside of Kanto, no one could use him during the main story. By the time Sun and Moon came out and you could use him again, he was already outclassed.

It's sad to see the once powerhouse king being forgotten by GameFreak and the fanbase.

The actual issue is that Tauros had base 70 Special and a Gen 1 Normal type movepool.

When Gen 2 rolled around, its base 70 Special became its Special Defense and it was given a pitiful base 40 Special Attack.

Special stat on Tauros didn't matter. This was before the split. I'll give you two reasons why Tauros fell.
1. Hyper Beam nerf

If you gave Tauros back its Gen 1 mechanics, movepool and stats (including EVs), it would still be just a UU Pokemon, even with Sheer Force and the high crit rate.

This is not true. If Tauros had everything given back that made it good in RB, it would also be great in Gen VIII OU. It would be significantly more powerful than Klutz Slaking.

Tauros was a pokemon you used because it happened to have the most convenient stat total for a general purpose pokemon, with no glaring weaknesses.
Gen 2 raised that bar, took Surf and Hyper Beam from it, and introduced many more common checks to its very general strengths, like Tyranitar, and better "generalist" pokemon like Raikou.
From gen 3 onward, it was always capped by those same limiters gen 2 introduced, and fell further and further due to powercreep, and getting nothing good to make up for it, until finally being outright outclassed by Bouffalant in gen 5.
