In case you haven't noticed, "magic" is a catch-all word used to described completely disparate things in fiction. It doesn't MEAN anything, because it's make-believe and we can say magic is whatever we say it is. Magic refers to wildly different concepts depending on the context.
In case you haven't noticed this either, Pokémon are ALREADY magic. The setting of this world is a high-magic and high-sci-fi one. Shooting beams of ice is a magical ability. Growing plants at will or digging through earth at the same speed as though one were swimming through it are magic abilities.
What exactly would define a Magic Type when literally EVERYTHING in this universe has magical powers? Why would that even be INTERESTING in this fictional setting? What would Magic Types even DO? Shoot beams of mysterious energy? We already have enough of that.
In a setting that already has magic all over the place, nothing is engaging about a Magic Type. The reason that magic in fiction is so fascinating in the first place is that it goes beyond the mundane — but in Pokémon magic is commonplace.
