If when asked why your antagonist who wants to kill your protagonist, didn't kill the protagonist, when they had the power to, you give the answer it's fiction/it doesn't have to play by the rules of the real world, I refuse to take you seriously as a writer. I was not demanding you follow the rules of our reality. I was asking you to follow the rules of your reality. It is your job as writer to follow the rules you have set up, so yes the question why X can do Y is important, so we can gauge how X doing Y interacts with Z.
Now then maybe Mr. Grant was on the right track and just didn't communicate his ideas clearly. Those who demand the answer to why be something that can be found in the real world are idiots, and since, if I grant you the significant benefit of the doubt, we both agree and this post is long enough I will detail why they are idiots.
In summation the question why X can do Y is legitimate, but expecting an answer from the real world is not.
