Imagine making an item so powerful that it limits your ability to give old pokemon new evolutions for generations and when you finally do try to give some new evolutions eviolite does what it always does and renders the evolution worthless compared to the eviolite buff.

They haven't given any old mon a new evolution since Eviolite was introduced (other than Eevee).
The reason isn't because of balance, but autism. Because of Eviolite didn't work before, it shouldn't work now.

Teleport got a massive buff.
Now instead of doing literally nothing, it switches you out and it always goes last.
You know how whenever you switch, your opponent gets a free hit on whatever you send in?
By putting Teleport on Chansey, which is bulky as fuck, you can ensure that it always takes the hit and the mon being sent in can get in safely.

It is not actually a new policy, it was already applied with Poipole in USUM and the Kanto/Alola startes, as well as Cosmog and Cosmoem with the release of Pokémon HOME. It has just been explicitly codified now because it's the first time where this happens on a large scale and involves some relevant Pokémon, although they don't outweight the useless NFE like Poliwhirl.
