Moltres was the worst by far, being mostly outclassed by Charizard, hilariously, and being shat on by the other two birds (Fire did not resist Ice in gen 1). Articuno was much better, having overall better stats, and Stab Blizzard.
It was "lowest tier" because there were only two (Arguably 3, if you count Mewtwo) tiers period, and Articuno was actually good enough to see use in OU.
Zapdos was the best of the bunch, having usable Flying Stab and great speed
Mew is the most unusual case. Often times he was banned alongside Mewtwo on principle, even though it's generally accepted that he was OU material, so there were competitions where he was allowed. Still, very, very good OU, possibly near the top due to his unpredictability, and was a shoe-in on Mewtwo metas, being the most reliable check to her, while being able to run sets to kill, or at least inconvenience her.
