Grookey is energetic, loud, friendly, boisterous. Which protagonist would make the most out of Grookey? It would definitely be Ash.
And besides, Rillaboom got shilled because it has Grassy Terrain, and it is the favorite starter of the director (Ohmori). I highly doubt an ancillary character like Chloe will be given Grookey. Even the most recent ending specifically featured Grookey dancing alongside Ash's Riolu and a Dusk Lycanroc (that may be a homage to Ash's). They could have chosen any Pokemon with -ri at the end of its Japanese name, yet they chose Sarunori (Grookey). This might be teasing at Ash capturing it later on.
Besides, we've never had the Fire -> Water -> Grass order for starters before.
Kanto/Johto: Grass -> Fire -> Water
Hoenn: Fire -> Grass -> Water
Sinnoh/Alola: Water -> Grass -> Fire
Unova/Kalos: Water -> Fire -> Grass
